Novell NetWare gave way to Windows NT. Y2K loomed over every enterprise system in the city.
CRA built on-premise infrastructure from the ground up and ran full Y2K compliance audits for clients who couldn't afford a single point of failure.
2000–2003
Collapse and Continuity
The dot-com crash hit IT budgets hard, then 9/11 changed how every Manhattan business thought about continuity.
CRA stood up disaster recovery plans, off-site backup systems, and remote access architecture when "business continuity" stopped being theoretical.
2004–2008
Migration Under Pressure
The dot-com crash hit IT budgets hard, then 9/11 changed how every Manhattan business thought about continuity.

2020–2022
Everything Changed
An entire workforce went remote in a matter of days.
CRA deployed emergency VPN access, stood up Teams and Zoom infrastructure at scale, and redesigned client networks around zero-trust principles, not eventually, but immediately.
2015–2019
Ransomware Changes Rules
Ransomware went from rare to routine. New York State enacted NYDFS Part 500, and cybersecurity stopped being optional for regulated firms.
CRA overhauled security stacks, built out compliance frameworks, and deployed endpoint detection ahead of the regulatory curve.
2009–2014
The Cloud Shift
Superstorm Sandy took out power and connectivity across lower Manhattan. Mobile devices flooded into the workplace with no management layer.
CRA moved clients to Azure and Office 365, built cloud backup that survived physical disasters, and rolled out MDM before it was standard practice.
2023–2026
The AI-Threat Era
NYDFS Part 500 amendments raised the compliance bar again. Advanced persistent threats now move faster than manual response.
CRA has integrated AI-enhanced SOC capabilities, hardened identity security, and moved clients toward continuous compliance monitoring instead of point-in-time audits.
Every transition demanded more than new tools. It demanded retrained staff, rebuilt service models, renegotiated vendor relationships, and unbroken client trust, all without an institutional capital reserve to fall back on.
CRA didn't just survive seven eras of IT disruption. CRA rebuilt itself seven times, and never stopped serving clients while doing it.

Chris Persaud
Product Specialist
Chris leads the procurement team and interfaces directly with our clients to scope out needs and map them to technical specifications aligned to industry leading products. His responsibilities also include internal vendor management and he is a liaison with Microsoft, VMWare, Cisco, HP, Dell and companies we partner with for services. Chris works very closely with our non-profits, financial services organisations and our smaller and mid-market clients. Chris is detailed and very results-driven with a focus on providing timely, high-quality services.

Finance Manager
Barbara serves as the Finance Manager. Her passion for people and technology allows her always to strive and improve business processes and find new ways to perform tasks in a more efficient and cost-effective manner. Her knowledge, expertise, and passion are exhibited through the thought leadership and insight she brings to the organization. Barbara is involved in several community outreach programs that the organization sponsors.
Dillon Balkaran
Solutions Architect
Dillon oversees our Managed Services team. He and his team are responsible for enabling our clients’ business through solutions that involve cloud computing, virtualization, networking, systems management and information security. Dillon develops and implements technology initiatives and service delivery processes within an ITIL framework to benefit our client engagements and has fully embraced the culture of CRA which encourages living a balanced life and supports continual professional development.
Gene Bilbao
Project Delivery Manager
Gene joined CRA as a Technical Services Manager in September of 2007. He has a deep domain experience in IT infrastructure, project management, ITSM and service delivery. Gene has responsibilities for leading project delivery teams across a program that services a large client roster. He has an extensive track record of being able to identify and implement innovative technology solutions to improve business performance and works closely with clients, systems engineers and architects to find the balance between cost, scope, and quality and bring each engagement in on time, and on budget. Gene continually strives for top-notch customer satisfaction.

As Director of Business Operations, Karla drives strategic efficiency across Finance, Accounting, and HR departments. Backed by eight years of industry experience, she is deeply committed to designing high-impact operational systems that minimize downtime and accelerate company growth. She thrives on collaborating with her team to build accurate, execution-focused workflows that deliver measurable bottom-line results. When she is not optimizing corporate operations, you can find her on the volleyball court or cheering on her favorite soccer team.

Ria Persaud works as an Accounting Clerk and HR Representative at CRA, supporting accounting operations and employee administration. She is currently pursuing her ACCA qualification and holds a Diploma in Financial & Management Accounting. Ria is passionate about professional growth and expanding her knowledge in finance and HR. Outside of work, she enjoys spending time with her loved ones, chasing sunsets, and exploring her country.

Chief Operating Officer
Rico and his team of consultants are responsible for enabling our clients’ businesses through solutions involving cloud computing, virtualization, networking, unified communications, systems management and information security. Rico has worked at CRA since 1998 and has been actively involved in shaping our technology solutions roadmap while working with our engineering team to extend that knowledge to our clients. During his tenure, he’s continually embraced new technologies and led many successful client projects. He has a long and demonstrated track record of mapping solutions to business needs and is an invaluable resource to CRA and its clients.
Sergey Zavyalov
Sales Representative
At CRA, Sergey drives over $1M in annual B2B sales by identifying high-growth opportunities and guiding mid-market and enterprise clients through complex procurement and digital transformation initiatives. He specializes in consultative selling of business continuity, disaster recovery, and advanced cybersecurity solutions, leveraging next-generation technologies like XDR, MDR, and cloud workload protections to strengthen resilience and modernize legacy environments. As a trusted advisor to senior leadership, he bridges the gap between technical infrastructure and business strategy—translating data into actionable roadmaps that ensure compliance, mitigate risk, and deliver measurable outcomes through both managed and co-managed service models. Outside of work, he enjoys gaming with his three kids, as well as practicing martial arts and engaging in Torah study.
Tony Balkissoon
Director, PMO
Tony joined CRA in 2012, and has quickly established himself as one of the leaders at the firm - both as a team member as well as an advocate for his clients. He has broad experience as a managing consultant for the non-profit, big Pharma and financial services industry sectors and has been involved in a very wide range of technology delivery throughout a 15+ year career. He is responsible for ensuring the excellence and efficiency of operations at CRA, from customer-facing services to the ongoing development of CRA’s staff and technology resources. Tony is a CUNY graduate. He speaks English and Japanese.

Tracy Green is the Director of Marketing at CRA. He holds a Master's in Engineering and Harvard Business School credentials, along with almost two decades of technology leadership experience. Before joining CRA, he consulted on national campaign strategy with major brands including Success Magazine, Valuetainment and Cardone Enterprises. At CRA, Tracy has architected AI-powered revenue systems that have positioned the company as an industry leader. His engineering background enables him to build scalable marketing infrastructure that bridges technical capabilities with business outcomes. This cross-disciplinary approach positions him among the leading voices in autonomous, intelligence-driven revenue models.
